Frank Cassidy is a commercial real estate finance executive and former Trump 47 Administration housing official who has spent more than 15 years at the intersection of federal housing policy, real estate finance, and private-sector development.

Nominated by President Donald Trump and confirmed by the U.S. Senate with bipartisan support, Cassidy served as United States Federal Housing Commissioner and Assistant Secretary for Housing at the U.S. Department of Housing and Urban Development (HUD). In that role, he led HUD’s Office of Housing and the Federal Housing Administration (FHA), overseeing a $2 trillion mortgage insurance portfolio serving more than 8 million homeowners, approximately 1.5 million renters, and nearly 4,000 residential healthcare facilities nationwide.

As Federal Housing Commissioner, Cassidy advanced the Trump Administration’s efforts to make housing more affordable by reducing regulatory barriers, modernizing federal housing finance programs, expanding access to capital, and strengthening partnerships with the private sector. His tenure included reducing FHA multifamily mortgage insurance premiums to the statutory minimum of 0.25% for ALL multifamily loan programs, simplifying FHA programs by eliminating unnecessary regulatory requirements, modernizing FHA’s credit evaluation framework through the adoption of VantageScore 4.0 and FICO Score 10T, replacing the COVID-era loss mitigation waterfall with a revised framework, and launching the Section 232 Express Lane initiative to accelerate financing for eligible senior housing and healthcare facilities.

Today, Cassidy is a Senior Managing Director of FHA Finance | Production at Walker & Dunlop, where he advises owners, developers, investors, healthcare operators, and affordable housing sponsors on complex real estate financing. His work spans multifamily and affordable housing, seniors housing, and healthcare real estate, utilizing FHA/HUD, Fannie Mae, Freddie Mac, bridge financing, and other institutional capital sources.

Before joining the Trump Administration, Cassidy held senior leadership positions at leading commercial real estate finance firms and participated in the origination, underwriting, funding, and asset management of more than $4 billion in commercial real estate financings nationwide.
